Ujwal DISCOM Assurance Yojana (UDAY)

The UDAY scheme was launched on November 15, 2015, under the Government of India for operational and financial turnaround of the Power Distribution Companies (DISCOMs) owned by any state. This scheme was established with a vision to provide affordable and accessible 24×7 Power to all. UDAY scheme also aims in providing a solution for revenue-side efficiency as well as cost-side efficiency.

The main objectives of Ujwal DISCOM Assurance Yojana (UDAY) are:

Objectives of UDAY

Financial turnaround of DISCOMs:

UDAY aims to reduce the huge debt of DISCOMs and improve their financial health. The scheme allows states to take over 75% of the DISCOMs' debt and pay it off over a period of two to three years, reducing the burden on DISCOMs and freeing up resources for investment in infrastructure.

Reducing aggregate technical and commercial losses:

UDAY aims to reduce the aggregate technical and commercial losses of DISCOMs, which have been a major source of financial losses. The scheme encourages the adoption of energy-efficient measures, advanced metering infrastructure, and smart grid technology to improve the efficiency and quality of power supply.

Improving billing and collection efficiency:

UDAY aims to improve the billing and collection efficiency of DISCOMs, which has been a major challenge in the power sector. The scheme encourages the implementation of advanced metering infrastructure, which has helped to reduce AT&C losses, improve billing and collection efficiency, and reduce power theft.

Increasing the use of renewable energy sources:

UDAY aims to encourage the use of renewable energy sources, such as solar, wind, and bioenergy, to reduce the dependence on fossil fuels and improve the sustainability of the power sector.

Improving power supply quality:

UDAY aims to improve the quality and reliability of power supply in the country. The scheme encourages the implementation of smart grid technology, which has helped to make the power supply more stable and consistent, reducing the number of power cuts and improving consumer satisfaction.

Overall, UDAY aims to transform the debt-ridden electricity distribution companies  of India into financially viable and sustainable entities, providing reliable and quality power supply to the people of India and driving economic growth.

Benefits to the Participating States

The participating states in Ujwal DISCOM Assurance Yojana (UDAY) have benefited in several ways:

Reduced debt burden:

By taking over 75% of the DISCOMs' debt, participating states have reduced the financial burden on DISCOMs and freed up resources for investment in infrastructure and service quality improvement.

Improved financial performance of DISCOMs:

UDAY has improved the financial performance of DISCOMs by reducing their debt, increasing efficiency, and reducing aggregate technical and commercial losses. This has led to an improvement in the financial health of DISCOMs and increased investment in the power sector.

Increased power supply quality:

UDAY has led to an improvement in the quality and reliability of power supply, reducing power cuts and improving consumer satisfaction.

Increased use of renewable energy sources:

UDAY has encouraged the use of renewable energy sources, reducing the dependence on fossil fuels and improving the sustainability of the power sector.

Improved operational efficiency:

UDAY has encouraged the adoption of advanced metering infrastructure, smart grid technology, and energy-efficient measures, which have improved the operational efficiency of DISCOMs and reduced AT&C losses.

Increased job creation:

UDAY has led to increased investment in the power sector, creating new job opportunities and driving economic growth.

Improved consumer satisfaction:

UDAY has improved the quality and reliability of power supply, reducing power cuts and increasing consumer satisfaction. This has also reduced the demand for power cuts and improved the perception of the power sector.

Overall, UDAY has been beneficial for participating states, providing a much-needed financial and operational support to DISCOMs and transforming the power sector in India.

Function of DISCOM in India

Building and maintaining distribution infrastructure:

DISCOMs are responsible for building and maintaining the distribution network, which includes transformers, substations, and distribution lines, to ensure the safe and efficient delivery of electricity to end-users.

Billing and collection:

DISCOMs are responsible for billing and collecting payments from end-users for the electricity they consume.

Improving service quality:

DISCOMs are responsible for improving the quality of electricity supply, reducing power cuts, and improving consumer satisfaction.

Encouraging energy efficiency:

DISCOMs play a key role in promoting energy efficiency and reducing energy consumption by encouraging the adoption of energy-efficient appliances, advanced metering infrastructure, and smart grid technology.

Overall, DISCOMs play a crucial role in ensuring that electricity is distributed to end-users in a safe, reliable, and efficient manner, and that consumers receive quality power supply at a reasonable price.
