Deen Dayal Upadhyaya Antyodaya Yojana – DAY-NULM

Deen Dayal Upadhyaya Antyodaya Yojana, also known as DAY-NULM, is a flagship scheme launched by the Ministry of Housing and Urban Affairs, Government of India, aimed at providing livelihood opportunities to the urban poor and to make them self-sufficient. The scheme was launched in 2013 and replaces the earlier Swarna Jayanti Shahari Rozgar Yojana.

The objectives of the DAY-NULM scheme include:

1. Providing sustainable livelihood opportunities to the urban poor

2. Enhancing the skills of the urban poor and making them employable

3. Providing training to the urban poor to enable them to start their own micro-enterprises

4. Promoting self-employment and wage employment opportunities

5. Developing and strengthening the urban poor by establishing a strong urban livelihoods infrastructure

The DAY-NULM scheme targets several groups of people including homeless families, women-headed households, urban poor, and people with disabilities. The scheme is implemented through state governments and Union territories, and various training and support programs are offered to the eligible beneficiaries. Mission of DAY-NULM

Features of DAY-NULM

6. Community mobilization: DAY-NULM emphasizes community mobilization and involvement in the design, implementation, and management of the scheme.

7. Monitoring and Evaluation: The scheme has a robust monitoring and evaluation mechanism in place to ensure transparency, accountability, and efficiency in implementation.

Implementation of DAY-NULM

The Deen Dayal Upadhyaya Antyodaya Yojana (DAY-NULM) is implemented by the Ministry of Housing and Urban Affairs, Government of India. It is implemented through the respective state governments and union territory administration. The implementation of the DAY-NULM is done through a two-tier system, with the Ministry of Housing and Urban Affairs being the nodal agency at the national level, and the state governments and union territory administration being the implementing agencies at the state and district levels, respectively.

At the national level, the Ministry of Housing and Urban Affairs is responsible for providing financial and technical support to the states and union territories. It also provides guidelines, standard operating procedures, and monitoring mechanisms for the implementation of the scheme.

At the state level, the respective state government is responsible for the implementation of the scheme. It constitutes the State Mission Management Unit (SMMU) for the effective implementation of the scheme. The SMMU is responsible for formulating policies and plans, providing technical and financial support to the urban local bodies (ULBs), and monitoring the implementation of the scheme.

At the district level, the urban local bodies (ULBs) are the implementing agencies for the scheme. They are responsible for identifying the beneficiaries, providing training and placement assistance, and providing self-employment opportunities to the urban poor. The ULBs also provide micro-credit support to the beneficiaries for setting up self-employment ventures.
