After completion of the processing of fabric or garment by the job worker, he does not sell his services to you but he only makes a bill for rendering his service. That means that the billing requirement for job work services is a tax invoice.

When to issue a job work invoice

Tax invoice for job work should be issued by the job worker while giving back the processed goods to the principal or immediately after providing his service.

GST rates for job work services

In most cases, 5% GST is charged (2.5% CGST and 2.5% SGST or 5% IGST) for job work services for textile manufacturing services. If the service rendered is beyond the scope of normal textile manufacturing services, then higher GST rates would apply.

Required details on a job work invoice

Important details for a job work invoice are:

Name, address, and GSTIN of the job worker and principal.
Serial number and date of issue.
HSN/SAC code (generally 9988 in case of textile manufacturing services).
Job work service description.
Total job charges.

Material movement checklist under GST

Any movement of material from principal to job workers/sub-job workers needs to be tracked carefully.

1. Requirements of delivery challan

Material dispatched for job work must always be transported using Delivery Challan and not through any tax invoice. Such a challan should be made in triplicate (Original for Consignee, Duplicate for Transporter, and Triplicate for Consignor). It should have information like item description, quantity, value, GSTINs, etc. and the remark "Goods sent for Job Work."

2. Requirements of E-way bills

There will always be an E-way bill requirement for transportation if the consignment value of goods sent for job work exceeds ₹50,000.

Inter-state movement: In such cases, there will always be an e-Way Bill requirement whether it concerns the value of consignment or not.
Intra-state movement: There is a standard monetary threshold of consignment value applicable on a state-to-state basis (Generally ₹50,000 or more).

3. Timelines for return of goods

This is where most textile units falter. According to Section 143 of CGST Act, items dispatched for job works must come back to the head office of the principal within stipulated timelines:

Input goods/Semi finished goods (Yarn and Grey cloth): Within one year from date of dispatch.
Capital goods (machinery, specialized tools): Within three years from date of dispatch.

Important Note: If the items do not return within the stipulated timelines, then such movement will be treated as "Deemed Sale" by the GST department. The GST would be payable on the original value of goods from the date of issuance of challan.
