GST invoice numbering rules explained with examples

In order to meet the compliance requirements of the Goods and Services Tax (GST) in India, it is crucial that registered taxpayers generate tax invoices that comply with all of the rules governing invoice numbering established in the relevant GST legislation. What is an invoice number under GST

A unique number assigned to each invoice is used to identify that invoice, along with keeping track of the transaction and the accounting records related thereto, and is required to ensure that the business complies with GST. Each tax invoice issued by a GST registered business must contain a unique identification number so that tax authorities can identify individual tax invoices issued to customers by that business without having two or more invoices that have been issued to that same customer.

Legal provisions for GST invoice numbering

Every tax invoice issued under rule number 46 of CGST Act 2017 must have the following conditions met;

A continuous sequence
No more than 16 characters
Unique for the financial year
Alphabets, numbers, hyphens (-) or slashes (/) may be used
Series can be one or more.

An organisation must systemically generate and maintain sequentially numbered invoices throughout the financial year. Key GST invoice numbering rules

Invoice number must be unique

Every invoice that you produce in a financial year must have a unique invoice number assigned to it. There is no such thing as a duplicate invoice number.

Eg: INV001, INV002, INV003

Each invoice carries a distinct identifier.

You must follow a consecutive numbering system

The numbering system used by businesses must be sequential with no arbitrary gaps.

Eg:

Correctly numbered invoice examples:

INV001; INV002; INV003.

Incorrectly numbered invoice examples:

INV001; INV010; INV050.

Significant, unexplained gaps in your numbering system may come under scrutiny in the course of a GST audit.

The maximum length for an invoice serial number is 16 digits

An invoice serial number may not exceed a total of 16 digits in length.

Valid invoice serial number examples:

INV2025/001; FY5-0001; DEL/24-25/100;

Invalid invoice serial number example:

Inv-Del/Fy2025-000001.

If the length of an invoice serial number exceeds the maximum allowance set forth in this directive (16 digits), then it would violate GST numbering rules.

Types of characters that may be used

GST will permit the use of the following character types:

Alphabets (A-Z), Numbers (0-9), Hyphens (-), Slashes (/), Any special characters (i.e. for example: *, @, #, %, & etc) should never be used.

Separate invoice series allowable

If a business has several locations or divisions it can have a separate series of invoices, as shown below:

Eg:

Branch	Invoice Series
Mumbai	MUM/001
Delhi	DEL/001
Hyderabad	HYD/001

Each invoice series must be both distinct from the others and numbered consecutively.

Financial year-based numbering

Each Financial Year may represent a start of the invoice numbering again from the first invoice.

Eg:

Financial Year 2024-25: INV001, INV002, INV003

Financial Year 2025-26: INV001, INV002, INV003

Note – Each Financial Year must use the same sequence as was used in the prior year.

GST invoice numbering examples

Example 1: Small business

A retail outlet makes available invoices in succession like, for instance, INV001, INV002, INV003 that all have sequential invoice numbers to satisfy GST compliance requirements.

Example 2: Business with multiple locations

A business with locations in Mumbai and Bengaluru:

Using a separate numbering series allows the business to maintain records by branch.

Example 3: Annual-based system

It is preferable to use sequential Invoice Numbers in the required format to provide continuity of records whether they were issued in the FY 2025/2026 (FY25-0001; FY25-0002; FY25-0003).

Can Invoice numbers be revised

In most cases, once a company has issued an Invoice, Invoice Numbers may not be changed as they maintain a unique identity when reporting GST and maintaining records. Changing the Invoice Number after the Invoice is issued can lead to discrepancies in accounting records and GST Returns. If you make a mistake on your invoice:

Issue a Credit Note or Debit Note depending on which is applicable.
Cancel the Invoice if permitted by your company's policies and applicable GST laws.
Create a new Invoice with a new serial number reflecting the transaction accurately.

It is good practice to keep proper records of any cancelled, changed, or replaced invoices. Documentation will provide a clear trail of how the invoice(s) have been handled for the purpose of supporting GST compliance, including demonstrating transparency with respect to GST Audits, Departmental Reviews, and Reconciliations.
